Europe felt a moment of respite on Monday, as the tension triggered by the presentation of a new 28-article proposal for ending the war appeared – momentarily – to have been stabilised. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.
The Pattern of Peace Talks and Military Action
The chain of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: optimistic declarations are issued from multiple capitals. Significant resources is devoted on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the main instrument for achieving "settlement".
After-Dark Attacks
As the offensive unfolded into the early hours of Tuesday, the present situation of Ukraine's defenselessness was exposed. Ukraine is equipped to monitor rocket firings from Russian territory, a capacity enabled by current data. From vantage locations, Ukrainian air force fighter jets that had been dispatched to engage hostile aerial threats roared overhead – sophisticated military planes supplied to Ukraine by European allies.
Moments later, Kyiv's missile defense activated: multiple launches deployed against a incoming threat. This was a sophisticated defense system at work, most likely delivered by allied countries. Every deployment creates sudden vibrations, causing tremors. The moment of terror quickly gives way to grim resignation: possibly the hostile projectile won't hit its mark this time, preventing destruction from ruin and another blackout.
Persistent Threats
Not long after, a automatic firearm opened up on a drone somewhere nearby, part of a mobile-fire group – most likely allied-provided weaponry. Unfortunately, the projectiles didn't strike the opposing UAV – it pressed on overhead toward its target.
With pauses, this carried on until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and heating outages in multiple buildings as a result of the evening attack. As customarily, everyone still maintained normal activities – enduring hostilities. But those 24 hours illustrated Ukraine's critical military reliance on Western support – a dependence that neighboring countries are demonstrably unable to substitute in the immediate future.
Unsuccessful Negotiations
The 28-point plan from Washington sparked intense emotion, debate and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.
Every new initiative from US leadership follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with other European capitals, succeeds in resisting. They contain the crisis but never actually achieve victory. This cycle will, no doubt, continue.
Tactical Assessments
It is easy to blame specific actors of persistently promoting Moscow's conditions. But that does not seem to be the entire situation. American leadership operates on a premise understood by seasoned negotiators: you cannot achieve through diplomacy what you have failed to defend militarily. The US administration believes that it is unfeasible to compel Moscow to relinquish the land that it already controls in Ukraine's south or east.
The issue is that while acknowledging this situation, American administration does minimal to discourage Russia, through words or deeds, from assuming that the status quo will not evolve additionally in its advantage in the near future.
Opposing Positions
Therefore, the Kremlin is convinced that time is on his side – that Ukraine and its partners are approaching exhaustion. Their motivation to agree to terms that does not give them the maximum possible gain is virtually nonexistent. There may be multiple initiatives to stop fighting, but they will carry on as long as Russia's leadership remains highly assured in the conclusion.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding people and territory but preventing a total frontline collapse until situations evolve in its advantage.
Current Realities
Factually, there are no real preconditions for a armistice. Now, personal considerations are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to rally Ukrainians around the flag against any plan Kyiv finds unacceptable, so that their attention does not switch to homefront challenges. And although their task will now be considerably more difficult after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a just a single week to terminate the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by US administration, pushback by Ukraine and the rest of Europe, along with calming attempts of representatives, and finally, recent disclosures, all did their job.
While new proposals based on old ideas are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and reflect certain reluctance to modify developments, if they maintain solidarity and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the predictable period, largely rely on sustained allied backing.
